MarianoFlorentino Tino Cullar is a Justice of the Supreme Court of California, an academic, and a former official in the Clinton and Obama administrations. He is an expert in administrative law, criminal law, international law, public organizations, and the law of public health and safety. He was previously the Stanley Morrison Professor of Law at Stanford Law School and the Director of Stanfords Freeman Spogli Institute for International Studies. He has been the CoDirector of Stanfords Center for International Security and Cooperation.

An American citizen, Cullar was born in Matamoros, Tamaulipas, Mxico, and attended catholic school in Brownsville, Texas. At age 14, he moved with his family to Calexico, California, where he attended the local public high school.
